On Friday, July 23, 2021, the Internal Quality Assurance Institute (LPMI) together with the Management Study Program of Universitas Internasional Batam (UIB) held a Workshop entitled Preparation of Higher Education Master Plans (RIP) in Harmony with the Outcome-Based Education (OBE) Paradigm. This activity was funded by the Kampus Merdeka Program Grant (PKKM) received by UIB from the Directorate General of Higher Education, Ministry of Education, Culture, Research and Technology which aims to develop UIB’s Development Master Plan (Rencana Induk Pengembangan) to be more in line with the OBE Paradigm. This workshop was attended by 100 participants from various institutions in Indonesia, such as UIB, Batam State Polytechnic, UIGM, IPB, and others. The activity, which was held via the Zoom Meeting platform, invited a speaker who has expertise in the OBE field, namely Dr. Ir. Setyo Pertiwi, M. Agr. The activity was continued with a presentation from the speaker for about one and a half hours starting with the legal basis in the administration of higher education, the basic principles of planning, and the framework for planning the development of higher education. The speaker also explained that, in determining the basic principles of planning, several aspects must be considered, namely managerial functions, goal-oriented, pervasive, continuous processes, intellectual and futuristic processes.
Dr. Ir. Setyo Pertiwi, M. Agr. emphasized in her presentation that in determining the framework of planning, it must evaluate, analyze, and interpret the conditions of the internal and external environment. After that, it can lead to the analysis of performance achievements, swot analysis, and strategies for developing global trends in higher education, namely Massification, Globalization, and Technological Influence. All of these aspects must have a timeframe and target that become a reference in determining the Institution’s Strategic Plan (Rencana Strategis) and institutional Development Master Plan (Rencana Induk Pengembangan). All of these insights are very valuable inputs for UIB and are expected to be able to develop the institutional Development Master Plan (Rencana Induk Pengembangan) under the OBE Paradigm. This was then immediately applied in the next session where discussions were held to determine the Strategic Plan and UIB’s Development Master Plan. In the discussion of the second session, Dr. Ir. Setyo Pertiwi, M. Agr. re-emphasized that in determining Development Master Plan, it must refer to general policies, outward-looking, self-evaluation, stakeholder involvement, focus/niche, and strategic and measurable performance measures.
